AN ANALYSIS OF THE EFFECTIVENESS OF JOB SAFETY ANALYSIS (JSA) IMPLEMENTATION IN SUBSTRUCTURE CONSTRUCTION WORK

ABSTRAK
Job Safety Analysis (JSA) sebagai bagian dari sistem manajemen Keselamatan dan Kesehatan Kerja (K3) perlu dievaluasi. Tujuan penelitian ini untuk menganalisis efektivitas JSA serta mengindentifikasi gap regulatif, implementatif, dan evaluatif pada pekerjaan substructure yang meliputi pekerjaan diaphragm wall, dewatering, galian, bored pile, dan capping beam di Proyek RSJPD Harapan Kita. Metode deskriptif kuantitatif digunakan melalui kuesioner berbasis skala Likert kepada pekerja lapangan dan personel teknis. Hasil menunjukkan efektivitas JSA mencapai 89.9% menurut persepsi pekerja lapangan dan 91% menurut persepsi personel teknis yang mengindikasikan penerapan JSA berjalan efektif dengan gap implementatif kecil hingga sangat kecil. Risiko yang tidak tercantum pada JSA tetap dikendalikan dengan tingkat bervariasi.

ABSTACT
Job Safety Analysis (JSA) is a component of the Occupational Health and Safety (OHS) management system that requires evaluation. This study analyzes JSA effectiveness and identifies regulatory, implementation, and evaluation gaps in substructure works, including diaphragm wall, dewatering, excavation, bored pile, and capping beam at the RSJPD Harapan Kita Project. A descriptive quantitative approach using Likert-scale questionnaires was applied to field workers and technical personnel. The results indicate JSA effectiveness of 89.9% based on field workers’ perceptions and 91% based on technical personnel’s perceptions, indicating effective implementation with small to very small implementation gaps. Risk controls not explicitly stated in the JSA were still implemented at varying levels.
